Horses are not traditional food animals and are not regulated as such.

There is a very long list of drugs horses receive in their lifetime that bans them from entering the human food chain. However, most often cited is the anti-inflammatory drug Bute. Bute is a drug often compared to aspirin for humans, that is how often it is given. Bute is banned outright around the world as a potential carcinogenic or cancer causing drug, yet residues are still being found in horse meat showing that all attempts to regulate it fail time and time again.

Horses in the US have been declared companion animals by the FDA in 1970, which means they are treated differently than livestock animals.
