A BILL

To provide for an increase, effective December 1, 2014, in the rates of compensation for veterans with service-connected disabilities and the rates of dependency and indemnity compensation for the survivors of certain disabled veterans, and for other purposes.

Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled,

SECTION 1. SHORT TITLE.

This Act may be cited as the ``Veterans' Compensation Cost-of- Living Adjustment Act of 2014''.

SEC. 2. INCREASE IN RATES OF DISABILITY COMPENSATION AND DEPENDENCY AND INDEMNITY COMPENSATION.

(a) Rate Adjustment.--Effective on December 1, 2014, the Secretary of Veterans Affairs shall increase, in accordance with subsection (c), the dollar amounts in effect on November 30, 2014, for the payment of disability compensation and dependency and indemnity compensation under the provisions specified in subsection (b). (b) Amounts To Be Increased.--The dollar amounts to be increased pursuant to subsection (a) are the following: (1) Wartime disability compensation.--Each of the dollar amounts under section 1114 of title 38, United States Code. (2) Additional compensation for dependents.--Each of the dollar amounts under section 1115(1) of such title. (3) Clothing allowance.--The dollar amount under section 1162 of such title. (4) Dependency and indemnity compensation to surviving spouse.--Each of the dollar amounts under subsections (a) through (d) of section 1311 of such title. (5) Dependency and indemnity compensation to children.-- Each of the dollar amounts under sections 1313(a) and 1314 of such title. Dear Senator Begich, On behalf of the Association of the United States Navy (AUSN), we applaud and support your bill S. 2258, the Veterans Compensation Cost-of-Living Adjustment (COLA) Act of 2014, which would provide for an increase, effective 1 December 2014, in the rates of compensation for Veterans with service-connected disabilities and the rates of dependency and indemnity compensation (DIC) for the survivors of certain disabled Veterans. In these difficult fiscal times, our Veteran community often struggles to make ends meet despite utilizing the benefits afforded to them. The unique circumstances that arise in the retirement years of a career servicemember, especially if those servicemembers suffer from service-connected disabilities or other ailments that require dependency or indemnity compensation, often requires that their benefits be adjusted to the ever rising cost-of-living. Annual COLA increases are necessary to ensure that our Nation’s servicemembers’ retirement benefits reflect the current fiscal environment. S. 2258 would ensure that our Nation’s servicemembers’ benefits are kept at accurate fiscal levels, to reflect the current fiscal environment. It will also help to continue to provide the quality of life guarantees made to servicemembers, in good faith, who consider having 20 or 30 year careers in the United States Armed Forces. Thank you for taking an active role in such an important issue to our military and Veteran community by introducing this legislation. Our nation’s Veterans deserve to have their promised benefits reflect the economic realities we currently live in. An amendment to this bill should be added docking congressional and all non-military, non-law enforcement pay by 5x inflation! All elected and unelected officials in treasury, white house, etc. should be docked 15x inflation.

I support The Veterans Compensation COLA Act because the government creates inflation, so they need to pass loss of purchase power to recepients.

9/26/2014--Public Law. (This measure has not been amended since it was introduced. The summary of that version is repeated here.) Veterans' Compensation Cost-of-Living Adjustment Act of 2014 - Directs the Secretary of Veterans Affairs (VA) to increase, as of December 1, 2014, the rates of veterans' disability compensation, additional compensation for dependents, the clothing allowance for certain disabled veterans, and dependency and indemnity compensation for surviving spouses and children. Requires each such increase to be the same percentage as the increase in benefits provided under title II (Old Age, Survivors and Disability Insurance) of the Social Security Act, on the same effective date.
