A BILL

To authorize the National Desert Storm Memorial Association to establish the National Desert Storm and Desert Shield Memorial as a commemorative work in the District of Columbia, and for other purposes.

Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled,

SECTION 1. SHORT TITLE.

This Act may be cited as the ``National Desert Storm and Desert Shield War Memorial Act''.

SEC. 2. DEFINITIONS.

For the purposes of this Act: (1) Association.--The term ``Association'' means the National Desert Storm Memorial Association, a corporation organized under the laws of the State of Arkansas and described in section 501(c)(3) and exempt from taxation under section 501(a) of the Internal Revenue Code of 1986. (2) Memorial.--The term ``memorial'' means the National Desert Storm and Desert Shield Memorial authorized to be established under section 3.

SEC. 3. MEMORIAL TO COMMEMORATE.

(a) Authorization To Establish Commemorative Work.--The Association may establish the National Desert Storm and Desert Shield Memorial as a commemorative work, on Federal land in the District of Columbia to commemorate and honor those who, as a member of the Armed Forces, served on active duty in support of Operation Desert Storm or Operation Desert Shield. (b) Compliance With Standards for Commemorative Works Act.--The establishment of the commemorative work shall be in accordance with chapter 89 of title 40, United States Code (commonly known as the ``Commemorative Works Act''). I support The National Desert Storm and Desert Shield War Memorial Act. Cut the decoration budget Congress receives for their offices and use some of the funds saved for the memorial to those who wrote a blank check for our Country, the men and women of the United States Armed Forces.

I support The National Desert Storm and Desert Shield War Memorial Act because... my dad is an Air Force veteran of Desert Storm. My dad was shot at and injured by terrorists while in Saudi Arabia during one of his deployments over there. My dad received the Purple Heart. The men and women that served during this time need some recognition that it wasn't for nothing that they were serving during this time and during this conflict.

I support The National Desert Storm and Desert Shield War Memorial Act because it's only 24 years later but what the hell. Actually, since there have been one contunous operation concering Iraq with Desert Shield, Desert Storm, Northern and Southern Watch, and Iraqi Freedom, perhaps a general Persian Gulf memorial would be more appropriate. People have been fighting and dying over that country from 1990 until recently, Just the name of the operation has changed.

I oppose The National Desert Storm and Desert Shield War Memorial Act because this should be done privately -- no use of government funds. We would have to borrow the money to do this. We need to stop borrowing money and spend much less than is taken in.

I oppose The National Desert Storm and Desert Shield War Memorial Act because...this is more government waste. We should not be over there at all and if you want to respect the soldiers, admit what was done was imperialistic BS and start following the Constitution.

I oppose The National Desert Storm and Desert Shield War Memorial Act because there are enough memorials in this country for every man, woman, and child to have his or her own. Enough is enough! Stop wasting time with this kind of nonsense and do something that actually helps someone. Please oppose this measure. Thanks.

I oppose The National Desert Storm and Desert Shield War Memorial Act because it glamorizes American War crimes. the National September 11th Memorial and Museum must be razed and replaced with a restored Twin Towers as well.

National Desert Storm and Desert Shield War Memorial Act - Authorizes the National Desert Storm Memorial Association to establish a commemorative work on federal land in the District of Columbia to commemorate and honor those who, as members of the Armed Forces, served on active duty in support of Operation Desert Storm or Operation Desert Shield. Prohibits the use of federal funds to pay any expense to establish the commemorative work. Requires the Association, upon payment of all expenses for the memorial's establishment (including perpetual maintenance and preservation expenses), to transmit any remaining balance to the Secretary of the Interior for deposit in the separate account with the National Park Foundation (NPF) established for crediting money provided by a sponsor of a commemorative work. Requires any remaining balance transmitted to the separate NPF account upon expiration of the authority to establish the commemorative work to be available to the Secretary or to the Administrator of the General Services Administration (GSA), as appropriate, following a specified process.
