A BILL

To condition security assistance and economic assistance to the Government of Egypt in order to advance United States national security interests in Egypt, including encouraging the advancement of political, economic, and religious freedom in Egypt.

Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled,

SECTION 1. SHORT TITLE.

This Act may be cited as the ``Egypt Accountability and Democracy Promotion Act''.

SEC. 2. DECLARATION OF POLICY.

The policy of the United States shall be to use its foreign assistance for Egypt, including the ``Foreign Military Financing'' program, to advance United States national security interests in Egypt, including encouraging the advancement of political, economic, and religious freedom in Egypt.

SEC. 3. LIMITATION ON SECURITY ASSISTANCE TO THE GOVERNMENT OF EGYPT.

(a) Limitation.--Of the amounts available for assistance for Egypt under section 23 of the Arms Export Control Act (22 U.S.C. 2763; relating to the ``Foreign Military Financing'' program)-- (1) 10 percent of that amount shall be withheld from the Government of Egypt unless, not later than 30 days after the enactment of this Act, the Secretary of State has made the certification described in subsection (c); (2) 50 percent of that amount shall be withheld from the Government of Egypt if a further period of 30 days has elapsed immediately following the 30-day period described in paragraph (1) without a certification described in subsection (c) being in effect; and (3) 100 percent of that amount shall be withheld from the Government...

I support H.R. 416: Egypt Accountability and Democracy Promotion Act because... Obama is arming our enemies while downsizing our military and desperately trying to disarm our citizens. I think it's pretty obvious that Obama is a man with a plan. Islam is marching at America and Obama has opened the flood gates.

I oppose The Egypt Accountability and Democracy Promotion Act because... EGYPT IS AN ISLAMIC COUNTRY and the west is secular and has no right to infringe its other western religions and systems in an islamic system country soverignity it is their call not americas call regardign religion. yes for democratic and dictatorship accountability but not to touch or mention religion as america is secular and has no right talking dictating to a religious country that is foregin . usa likes to separate religion so why do they want to make law on making foreign countries deal with religion the way usa wants .. its not our business. they are predominant muslim so let them be. they want sharia law so let them alone - why is there no sharia law in usa for the muslims here if religion is equal here.. usa wants out of religion and state so why such a mention. If u amend and remove religion in this bill i would support it.

I oppose H.R. 416: Egypt Accountability and Democracy Promotion Act because...notwithstanding the continuation of the old domino theory I wonder how Egypt is expected to address their border tunneling problems when we ourselves appear to be unable to address the tunneling between Mexico and the US at that border, or the well known activities of the Mexican Drug Cartel in Calaveras County in California and elsewhere (c.f. http://en.wikipedia.org/wiki/West_Point,_California). Essentially, the way I see this bill, it is drafted to prevent any aid to Egypt. When was it that our Domino Theory said that Texas would be the target zone again? Bill Isakson

I oppose H.R. 416: Egypt Accountability and Democracy Promotion Act because...it makes absolutely no sense whatsoever to provide aide to a country that has stated publicly they hate our nation, our people and our beliefs. In addition, you are trying to stomp all over our 2nd amendment rights by preventing us from owning guns and banning assualt weapons yet you GIVE AWAY billions of dollars of military weapons to a country and group that are known to terrorize anyone who does not hold to their beliefs. Something is very flawed with our current government.

I oppose H.R. 416 ("To condition security assistance and economic assistance to the Government of Egypt in order to"). We must stop supporting other nations. Especially other nations who are known enemies! This is the most absurd thing I've ever heard of. We give, give and give some more to other nations who do absolutely NOTHING for us. It's bad enough we have a welfare state at home, we certainly have NO responsibility to provide welfare for the planet. What's next, Global Obamacare? We must take care of ourselves first. If another nation needs our help, we can charge them a modest fee. I will be watching how you vote on this issue. Thank you.

I oppose H.R. 416 ("To condition security assistance and economic assistance to the Government of Egypt in order to") because... we need to resolve our domestic economic issues before we extend a helping hand to other nations. Can we truly prop up other nations? If we fall, they'll likely tumble down with us.

Limits specified security and economic assistance to Egypt unless the Secretary of State certifies to Congress every six months that the Egyptian government: (1) is not controlled by or under the influence of a foreign terrorist organization, or that no supporter of a foreign terrorist organization serves in a policy-making position in the government; (2) has implemented legal reforms that protect the political, economic, and religious freedoms and human rights of all citizens and residents of Egypt; (3) is fully implementing the Israel-Egypt Peace Treaty; and (4) is taking verifiable steps to destroy the smuggling network and tunnels between Egypt and the Gaza Strip, and is cracking down on extremist groups in the Sinai Peninsula. Provides for a limited national security waiver of such restrictions. Sets forth reporting requirements.
