I oppose H.R. 397 ("To prohibit the disbursement of funds for salaries and expenses of the offices of Members") because It is not just the fault of congress that we have not had a budget for the last four years. While many proposals have been presented, I understand that the only ones the president will accept are the ones that support his agenda. It is questionable as to weather he even desires a budget. I might be in favor of a bill that would include withholding pay from the president as well as congress.

To prohibit the disbursement of funds for salaries and expenses of the offices of Members and committees of Congress and to hold the salaries of Members of Congress in escrow if Congress does not adopt a concurrent resolution on the budget on or before May 15 of each year, and for other purposes.
