I support H.R. 316: Collinsville Renewable Energy Promotion Act because we need to continue incentivizing and investing in alternative forms of energy. I know that I worry about how the environment will be faring a couple of decades down the road due to coal and oil related pollution (among others). Encouraging new investments in non-fossil fuel energy sources (such as hydropower) will have a positive impact on our future.

I support H.R. 316 ("To reinstate and transfer certain hydroelectric licenses and extend the deadline for commencement of construction") because...Certainly it takes time to develop and build hydro electric plants. The money expended to begin would be lost unless these license's are extended for an amount of time to carry out the intended action.

Users Opposing

I oppose H.R. 316: Collinsville Renewable Energy Promotion Act because...the bill looks to circumvent the normal process by expediting timelines for environmental impact statement. I feel that the process should not be unduly hastened. Usually poor decisions come from a public process that is cut short of all the normal events. Do not let this "pork" change the methodical way the government is supposed to work on things / issues that may have long lasting, or precedent setting, effects.

6/27/2013--Reported to Senate amended. Collinsville Renewable Energy Production Act - Authorizes the Federal Energy Regulatory Commission (FERC), upon request of the town of Canton, Connecticut (Town), to: (1) reinstate the expired license for either or each of the projects numbered 10822 and 10823; (2) extend for two years after the date on which either or each such project is reinstated the time period during which the licensee must commence project construction, and (3) transfer such license to the Town upon a showing that the transfer is in the public interest. Sets forth the conditions of such transfer, including those for the protection, mitigation, and enhancement of fish and wildlife and related habitat. Directs FERC to supplement the environmental impact statement or similar analysis prepared in connection with the issuance of the original license to examine all new circumstances and information relevant to environmental concerns and bearing on the reinstatement or impact of the license.
