A BILL

To amend title 10, United States Code, to permit veterans who have a service-connected, permanent disability rated as total to travel on military aircraft in the same manner and to the same extent as retired members of the Armed Forces entitled to such travel.

Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled,

SECTION 1. TRANSPORTATION ON MILITARY AIRCRAFT ON A SPACE-AVAILABLE BASIS FOR DISABLED VETERANS WITH A SERVICE-CONNECTED, PERMANENT DISABILITY RATED AS TOTAL.

(a) Availability of Transportation.--Section 2641b of title 10, United States Code, as amended by section 622 of National Defense Authorization Act for Fiscal Year 2013, is further amended-- (1) by redesignating subsection (f) as subsection (g); and (2) by inserting after subsection (e) the following new subsection (f): ``(f) Special Priority for Certain Disabled Veterans.--(1) The Secretary of Defense shall provide transportation on scheduled and unscheduled military flights within the continental United States and on scheduled overseas flights operated by the Air Mobility Command on a space-available basis for any veteran with a service-connected, permanent disability rated as total. ``(2) Notwithstanding subsection (d)(1), in establishing space- available transportation priorities under the travel program, the Secretary shall provide transportation under paragraph (1) on the same basis as such transportation is provided to members of the armed forces entitled to retired or retainer pay. ``(3) The requirement to provide transportation on Department of Defense aircraft on a space-available basis on the priority basis described in paragraph...

Agent Orange Legacy supports H.R. 164 ("to permit veterans who have a service-connected, permanent disability rated as total to travel on". This bill, if passed, would improve the quality of lives of our disabled veterans who have already sacrificed so much for our country. Many our veterans who are service-connected, permanent disability rated as total have limited resources and must struggle with, in most cases, daunting health concerns. Allowing them to travel on military aircraft in the same manner and to the same extent as retired members of the Armed Forces entitled to such travel, when space is available, would be one way to honor these veterans.

I support H.R. 164 ("to permit veterans who have a service-connected, permanent disability rated as total to travel on") because permanently and totally disabled veterans have given so much for our country, should they not receive at least similar benefits to someone who served twenty years and retired without injury?

I support H.R. 164 ("to permit veterans who have a service-connected, permanent disability rated as total to travel on") because... it would give those of us that served, and were unable to finish our career in the armed forces an equal opportunity to space available flights. It would be a very much appreciated gesture on the part of our congressional members; if they gave us this chance to enjoy the ability to travel to places; that we would otherwise never be able to travel to. Most of us are not in good health, and our time here on earth is limited. Please show the gratitude; that I know you feel for those of us; that served.

I oppose H.R. 164 ("to permit veterans who have a service-connected, permanent disability rated as total to travel on") because...The language of this bill appears to be too broad. For example, a person who is considered to be disabled from doing a specific job may not be disabled from performing Any job. (I am disabled, but have continued to work full-time by learning computer skills and earning college degrees from an accredited school that offers online courses). Limitations should include not allowing this benefit if the service member has earnings in excess of a specified amount per year and not allowing use of this benefit if the travel includes doing business for an employer. There should also be an annual limit on use of the benefit determined by length of service. Exceptions should only be made if the travel is to seek medical care or see an immediate family member who is terminally ill, or to attend the funeral of an immediate family member. If there were reasonable limitations to the use of this benefit, it would be acceptable.
