Summary: A bill to appropriate such funds as may be necessary to ensure that members of the Armed Forces, including reserve components thereof, and supporting civilian and contractor personnel continue to receive pay and allowances for active service performed when a funding gap caused by the failure to enact interim or full-year appropriations for the Armed Forces occurs, which results in the furlough of non-emergency personnel and the curtailment of Government activities and services. Recent media stories stating servicemembers may not be paid in the event of a government shutdown are only adding to unfair pressures on already over-stressed troops and families.

With loved ones involved in three separate combat operations and humanitarian relief in Japan, military families should not have to wonder if they will be able to cover house and car payments and other bills.

With our nation is at war, it is imperative that partisan struggles over the budget be set aside. We strongly support efforts by Congress to ensure our military service members and their families receive their full and uninterrupted pay, regardless of politics in Washington. It is possible many service members may struggle to pay their bills if there is an interruption in pay. Surely our service members in Afghanistan, Iraq, and elsewhere need not worry about if they, or their families, will be able to pay their bills. They should receive the pay and benefits promised to them.
