A BILL

To prevent, deter, and eliminate illegal, unreported, and unregulated fishing through port State measures.

Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled,

SECTION 1. SHORT TITLE; TABLE OF CONTENTS.

(a) Short Title.--This Act may be cited as the ``The Pirate Fishing Elimination Act''. (b) Table of Contents.--The table of contents of this Act is as follows:

International cooperation and assistance. Sec. 12. Relationship to other laws. Sec. 13. Authorization of appropriations.

SEC. 2. PURPOSE.

The purpose of this Act is to implement the Agreement on Port State Measures to Prevent, Deter and Eliminate Illegal, Unreported and Unregulated Fishing, done at the Food and Agriculture Organization of the United Nations in Rome, Italy on November 22, 2009.

SEC. 3. DEFINITIONS.

In this Act: (1) Agreement.--The term ``Agreement'' means the Agreement on Port State Measures to Prevent, Deter and Eliminate Illegal, Unreported and Unregulated Fishing, done at the Food and Agriculture Organization of the United Nations in Rome, Italy on November 22, 2009. (2) Authorized officer.--The term ``authorized officer'' means-- (A) any commissioned, warrant, or petty officer of the United States Coast Guard; (B) any special agent or fishery...
