A BILL

To extend expiring provisions of the USA PATRIOT Improvement and Reauthorization Act of 2005 and Intelligence Reform and Terrorism Prevention Act of 2004 relating to access to business records, individual terrorists as agents of foreign powers, and roving wiretaps until December 8, 2011.

Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled,

SECTION 1. EXTENSION OF SUNSETS OF PROVISIONS RELATING TO ACCESS TO BUSINESS RECORDS, INDIVIDUAL TERRORISTS AS AGENTS OF FOREIGN POWERS, AND ROVING WIRETAPS.

(a) USA PATRIOT Improvement and Reauthorization Act of 2005.-- Section 102(b)(1) of the USA PATRIOT Improvement and Reauthorization Act of 2005 (Public Law 109-177; 50 U.S.C. 1805 note, 50 U.S.C. 1861 note, and 50 U.S.C. 1862 note) is amended by striking ``February 28, 2011'' and inserting ``December 8, 2011''. (b) Intelligence Reform and Terrorism Prevention Act of 2004.-- Section 6001(b)(1) of the Intelligence Reform and Terrorism Prevention Act of 2004 (Public Law 108-458; 118 Stat. 3742; 50 U.S.C. 1801 note) is amended by striking ``February 28, 2011'' and inserting ``December 8, 2011''. <all>

Would reauthorize expiring PATRIOT Act provisions until December 2011. Required a 2/3 majority in order to pass without amendments, but was rejected 148-277 on February 8, 2011.

HR 514 is a disgraceful "fast track" rush to renew a blank check to the federal government to undermine *our* civil liberties -- in secret. Roving wiretaps, "lone wolf" wiretaps, and Section 215 access to Internet and financial records are powers that should be repealed, not reauthorized.

The bill extends 3 provisions of the PATRIOT Act that are due to sunset at the end of February. Congress should focus on oversight to correct abuses to our privacy and liberties, and enact strong protections rather than renewing the PATRIOT act

We need sigificant new safeguards against National Security Letters, "sneak-and-peak", roving wiretaps. H.R. 514 simply continues the status quo.
