Issue Spotlight: Equal Pay Day
President Obama, in his Equal Pay Day proclamation, explained:
"Women -- who make up nearly half of our Nation's workforce -- face a pay gap that means they earn 23 percent less on average than men do. That disparity is even greater for African-American women and Latinas. On National Equal Pay Day, we recognize this injustice by marking how far into the new year women have to work just to make what men did in the previous one."

- HConRes 28 House Resolution recognizing the significance of Equal Pay Day to illustrate the disparity between wages paid to men and women.
- S 84 Paycheck Fairness Act: Amends the portion of the Fair Labor Standards Act of 1938 (FLSA) known as the Equal Pay Act to revise remedies for, enforcement of, and exceptions to prohibitions against sex discrimination in the payment of wages. (And HR 377.)
- S 168 Fair Pay Act: to prohibit discrimination in the payment of wages on account of sex, race, or national origin. (And HR 438.)
- HR 951Women and Workforce Investment for Nontraditional Jobs: To promote the economic self-sufficiency of low-income women through their increased participation in high-wage, high-demand occupations where they currently represent 25 percent or less of the workforce.
- HR 1010Fair Minimum Wage Act: To provide for an increase in the Federal minimum wage to $10.10 per hour by 2015, in three steps of 95 cents each. (And S 460.)
- HR 650WAGES Act: To amend the Fair Labor Standards Act of 1938 to establish a base minimum wage for tipped employees.
- HR 229Original Living American Wage (LAW) Act: To provide for the calculation of the minimum wage based on the Federal poverty threshold for a family of 2, as determined by the Bureau of the Census.

Issue Spotlight: International Women's Day
International Women's Day has been observed since in the early 1900's, according to internationalwomensday.com. The first National Women's Day was observed across the United States on February 28, 1909. However, the tragic 1911 Triangle Factory Fire in New York City that took the lives of more than 140 working women, became a catalyst for subsequent Women's Days, which was already growing as an internationally celebrated event. Only days before the Triangle Fire, more than one million women and men attended IWD rallies in Europe campaigning for women's rights to work, vote, be trained, to hold public office and end discrimination.

- S J Res 10 : A joint resolution proposing an amendment to the US Constitution relative to equal rights for men and women.
Women and International Affairs
- HRes 19 CEDAW: Expressing the sense of the House of Representatives that the Senate should ratify the Convention on the Elimination of All Forms of Discrimination Against Women (CEDAW).
Women in Military
- HR 747 : to require the registration of women with the Selective Service System in light of the Department of Defense elimination of the rule excluding women from direct ground combat assignments in the Armed Forces.
- HR 748 The Universal National Service Act: to provide for the registration of women under the Military Selective Service Act.
- S 131 Women Veterans and Other Health Care Improvements Act: to improve the reproductive assistance provided by the Department of Veterans Affairs to severely wounded, ill, or injured veterans and their spouses.
Women in the Workplace
- S 84 Paycheck Fairness Act: Amends the portion of the Fair Labor Standards Act of 1938 (FLSA) known as the Equal Pay Act to revise remedies for, enforcement of, and exceptions to prohibitions against sex discrimination in the payment of wages. (And HR 377.)
- S 168 Fair Pay Act: to prohibit discrimination in the payment of wages on account of sex, race, or national origin. (Allows payment of different wages under seniority systems, merit systems, systems that measure earnings by quantity or quality of production, or differentials based on bona fide factors that the employer demonstrates are job-related or further legitimate business interests.) (And HR 438.)

- S 288 Women and Minorities in STEM Booster Act: A bill to increase the participation of historically underrepresented demographic groups in science, technology, engineering, and mathematics education and industry.
Women's Health
- SRes 60 A resolution supporting women's reproductive health.
- S 139 Pregnant Women Health and Safety Act: to impose admitting privilege requirements with respect to physicians who perform abortions.
- S 144 Pregnancy Assistance Fund Expansion Act: to authorize additional funding for FY2014-FY2019 for the Pregnancy Assistance Fund for grants to states to assist pregnant and parenting teens and women.
- S 333 Access to Birth Control Act: to establish certain duties for pharmacies to ensure provision of Food and Drug Administration-approved contraception. (And HR 728.)
Violence Against Women
- HR 757 SAVE Native Women Act: To decrease the incidence of violent crimes against Indian women, to strengthen the capacity of Indian tribes to exercise the sovereign authority of Indian tribes to respond to violent crimes committed against Indian women.
- HR 629 Violence Against Immigrant Women Act: To provide protections against violence against immigrant women.
Women's History
- S 398 National Women's History Museum Commission Act: to establish the Commission to Study the Potential Creation of a National Women’s History Museum.
- S 457 Alice Paul: to posthumously award a Congressional gold medal to Alice Paul, in recognition of her role in the women's suffrage movement and in advancing equal rights for women.

The President issued a proclamation on May 14 for a National Women's Health Week, and "to promote awareness, prevention, and educational activities that improve the health of all women." - S 1765 Consolidation of Grants to Strengthen the Healthcare System’s Response to Domestic Violence, Dating Violence, Sexual Assault, and Stalking Act amends the Public Health Service Act to provide grants to strengthen the healthcare system’s response to domestic violence, dating violence, sexual assault, and stalking.
- S 966 The Bone Health Promotion and Research Act amends the Public Health Service Act to provide for osteoporosis and related bone disease education, research, and surveillance, and for other purposes.
- HR 2233 The Breast Cancer Patient Equity Act (and S 1217) amends title XVIII of the Social Security Act to provide coverage for custom fabricated breast prostheses following a mastectomy.
- S 438 The Heart Disease Education, Analysis, Research, and Treatment for Women Act (and HR 3526) amends the Public Health Service Act to improve women’s health by prevention, diagnosis, and treatment of heart disease, stroke, and other cardiovascular diseases in women.
- HR 2141 The Maximizing Optimal Maternity Services for the 21st Century Act promotes optimal maternity outcomes by making evidence-based maternity care a national priority.
- HR 383 The Menopausal Hormone Replacement Therapies and Alternative Treatments and Fairness Act provides for coverage of hormone replacement therapy for treatment of menopausal symptoms, and for coverage of an alternative therapy for hormone replacement therapy for such symptoms, under the Medicare and Medicaid Programs, group health plans and individual health insurance coverage, and other Federal health insurance programs.
- HR 5647 The Pregnant Workers Fairness Act eliminates discrimination and promote women’s health and economic security by ensuring reasonable workplace accommodations for workers whose ability to perform the functions of a job are limited by pregnancy, childbirth, or a related medical condition.
- HR 2020 The Preservation of Access to Osteoporosis Testing for Medicare Beneficiaries Act (and S 1096) amends title XVIII of the Social Security Act to improve access to, and utilization of, bone mass measurement benefits under the Medicare part B program by extending the minimum payment amount for bone mass measurement under such program through 2013.
- HR 3620 The Quality Care for Moms and Babies Act (and S 1969) amends title IX of the Social Security Act to improve the quality, health outcomes, and value of maternity care under the Medicaid and CHIP programs by developing a maternity care quality measurement program, evaluating maternity care home models, and supporting maternity care quality collaboratives.
- HR 2332 The Robin Danielson Act amends the Public Health Service Act to establish a program of research regarding the risks posed by the presence of dioxin, synthetic fibers, and other additives in feminine hygiene products, and to establish a program for the collection and analysis of data on toxic shock syndrome.
- HR 5748 The United States Leadership to Eradicate Obstetric Fistula Act provides assistance to sub-Saharan Africa to combat obstetric fistula.
- HR 1578 The Violence Against Women Health Initiative Act amends the Public Health Service Act to improve the health care system’s assessment and response to domestic violence, dating violence, sexual assault, and stalking.
- HR 809 directs the Secretary of Veterans Affairs to display in each facility of the Department of Veterans Affairs a Women Veterans Bill of Rights.

Issue Spotlight: Women's History Month
March is Women's History Month, so POPVOX is spotlighting bills related to the current lives and history of American women.
In 1981, Senator Orrin Hatch of Utah and Rep. Barbara Mikulski of Maryland (now Senator Mikulski) co-sponsored the first resolution designating the week of March 8th as “Women’s History Week.” Then, in 1987, Congress declared March to be "National Women's History Month." - HRes 165 Supports the goals and ideals of National Women's History Month.
- HR 655 The Susan B. Anthony Birthday Act honors Susan B. Anthony by celebrating her legacy on the third Monday in February.
- HR 1303 The Shirley Chisholm Congressional Gold Medal Act authorizes the posthumous award of a congressional gold medal in commemoration of Shirley Chisholm, in recognition of her activism, independence, and groundbreaking achievements in politics, her election as the first African-American woman in Congress, and her campaign to be the first African-American to gain the nomination of a major political party for U.S. President.
- S 1745 The Alice Paul Women's Suffrage Congressional Gold Medal Act Requires the Speaker of the House of Representatives and the President pro tempore of the Senate to make arrangements for the presentation of a congressional gold medal in commemoration of Alice Paul, to recognize her role in the women's suffrage movement and in advancing equal rights for women. (Also HR 2970.)
- HR 1269 The National Women's History Museum Act authorizes the Administrator of General Services to convey a parcel of real property in the District of Columbia to provide for the establishment of a National Women's History Museum. (Also S 680.)
- HJRes 47 Removes the deadline for the ratification of the Equal Rights Amendment. (Also SJRes 39.)
- HJRes 69 Proposes an amendment to the U.S. Constitution relative to equal rights for men and women. (Also SJRes 21.)
- HR 2346 The Balancing Act amends the FMLA to establish a Family and Medical Insurance Program, which may involve contracts with state programs, for 12 workweeks of family and medical leave insurance benefits.
- HR 1493 The Fair Pay Act prohibits discrimination in the payment of wages on account of sex, race, or national origin. (Also S 788.)
- HR 1519 The Paycheck Fairness Act provide more effective remedies to victims of discrimination in the payment of wages on the basis of sex. (Also S 797.)
- HR 2315 The Women WIN Jobs Act (Women and Workforce Investment for Nontraditional Jobs Act) allocates grants to states with approved state plans to provide funding to eligible entities (partnerships) to increase low-income women's participation in high-wage, high-demand occupations in which women make up less than 25% of the current workforce. (Also S 1252.)
- HR 1928 The Women's Fair and Equal Right to Military Service Act repeals the ground combat exclusion policy for female members of the Armed Forces.
- HR 889 The Fulfilling the Potential of Women in Academic Science and Engineering Act promoting gender parity in the academic disciplines of science, technology, engineering and mathematics (STEM) at the university faculty level.
