Today's Bill Picks and TTB - Outdoor Sports Protection Act (9/28/11)
Good morning and thanks for checking out Today's Bill Picks. And as you can see by the title of this post, I've taken the liberty to make "Top Trending Bill" into an acronym: TTB!
But first, a quick Government Shutdown Update : Senate leaders struck a deal Monday night that is intended to avert a government shutdown. Under a last-minute arrangement reached by the two parties, the Senate approved a bill, 79-12, that would fund the government for six weeks, through Nov. 18 ( source ). Now, looks like the House will sign off by unanimous consent on Thursday, on part of this deal, which would extend federal funding through Oct. 4 . Then, when the House returns next week, they will consider the six-week spending bill ( source ).

- H.R. 3013 prohibits assistance to Pakistan. ( https://www.popvox.com/bills/us/112/hr3013 )
- Remember the August agreement debt ceiling agreement? It capped discretionary spending at $1.043 trillion in FY12, $1.047 trillion in FY13, and and $1.066 trillion in FY14. HR 3043 was just introduced, which would reset those caps at $1.043 trillion. (The bill text isn't available yet, and I'll let you know when GPO gets it out.) - The College LIFE Act (HR 2535) requires financial literacy and economic education counseling for student borrowers
- The Whistleblower Protection Enhancement Act (S 743) expands the scope of whistleblower protections under federal law; and defines "disclosure" and expands the types of disclosures that are protected whistleblower disclosures. (A lot of organizations have taken a position on this bill.)
- The Transparency in Regulatory Analysis of Impacts on the Nation (TRAIN) Act (HR 2401) requires analyses of the cumulative and incremental impacts of certain rules and actions of the Environmental Protection Agency (House vote later this week)
New Top Trending Bill!
- The Horse Transportation Safety Act (S 1281) prohibits the transportation of horses in interstate transportation in a motor vehicle containing two or more levels stacked on top of one another

- The HR 2556 suspends the issuance of visas to nationals of Brazil until such time as Brazil amends its laws to remove the prohibition on extradition of nationals of Brazil to other countries
- The Stillbirth Awareness and Research Act (HR 1037) provides for the national collection of data on stillbirths in a standardized manner
- The Legal Workforce Act (HR 2885) makes mandatory and permanent requirements relating to use of an electronic employment eligibility verification system
- The Regenerative Medicine Promotion Act (HR 1862) would launch a national strategy to support regenerative medicine through funding for research and commercial development of regenerative medicine products and development of a regulatory environment that enables rapid approval of safe and effective products

- The Wasteful Presidential Coin Act (HR 2593) terminates the Presidential $1 Coin Program
- The Children's Hospital GME Support Reauthorization Act (HR 1852) reauthorizes support for graduate medical education programs in children’s hospitals (House vote on Tues.)
- The Dollars and Sense Act (HR 2778) prevents the overproduction of $1 presidential coins by the United States Mint in order to efficiently meet collector demand while reducing the surplus of already produced $1 coins in Federal Reserve System vaults

In Honor of POW/MIA Recognition Day
September 16 was POW/MIA Recognition Day. We highlighted some related bills on POPVOX, and I wanted to share them with you.
- H.Res. 111 establishes a Select Committee on POW and MIA Affairs
- H.Res. 376 calls for the repatriation of POW/MIAs and abductees from the Korean War
- S 68 authorizes certain disabled former prisoners of war to use Department of Defense commissary and exchange stores
- Samuel B. Moody Bataan Death March Compensation Act (HR 309) provides compensation for certain World War II veterans who survived the Bataan Death March and were held as prisoners of war by the Japanese

- The Emergency Jobs to Restore the American Dream Act (HR 2914) creates an emergency jobs program that will fund 2,242,000 positions during fiscal years 2012 and 2013
- The Deficit Committee Transparency Act (HR 2860) requires members and staff of the Joint Select Committee on Deficit Reduction to disclose lobbying activities and campaign or member-designated political action committee contributions
- H.Res. 297 : Expressing the sense of the House that the Secretary of State should withhold US contributions to the budget of the United Nations if the General Assembly adopts a resolution in favor of recognizing a state of Palestine outside of or prior to a final status agreement negotiated between, and acceptable to, the State of Israel and the Palestinians
